Strategic vs. Tactical Procurement
Procurement is the process of finding, agreeing terms, and acquiring goods, services, or works from external sources. It splits into two horizons:
Strategic sourcing (long-term, 1–3 year horizon):

- Identifying optimal supply markets and alternative sources

Tactical procurement / operational buying (day-to-day):
- Raising purchase orders against existing contracts
- Expediting late deliveries
- Three-way matching: PO ↔ goods-receipt ↔ invoice
- Accounts payable processing
The Procure-to-Pay (P2P) process integrates both layers: it starts with a purchase requisition, routes through approval workflows, issues a purchase order, receives goods, reconciles the invoice, and releases payment — all tracked in an ERP or dedicated procurement platform.
Kraljic's Portfolio Matrix
Peter Kraljic (1983) introduced a 2×2 matrix that remains the cornerstone of strategic sourcing:

Bottleneck items (e.g., single-source rare earths, regulatory-approved ingredients): Accept higher price to ensure continuity; qualify backup suppliers; maintain safety stock.
Routine items (e.g., office supplies, MRO consumables): Automate replenishment (punchout catalogues, VMI), consolidate to fewer suppliers, use procurement cards.

Supplier Risk Management
Managing supplier risk is now board-level concern. Key risk categories:
Operational risks: single-source dependencies, geographic concentration (e.g., all production in one country), supplier financial instability, capacity constraints.
Compliance & ESG risks: child labour, conflict minerals (OECD due diligence), carbon emissions (Scope 3), data security (GDPR, CMMC).

Mitigation strategies:
- Multi-sourcing — qualify at least two suppliers per critical category
